Sir as per latest notification issued there is waiver of late fees for 3b and 1 filling whether earlier filled 3b late fees will be refunded or only filling between 22 dec 18 to 31 march 2019 of july -17 to sept 18

No, late fee paid once, cannot be refunded. waiver of late fee for filing the GSTR-3B and GSTR-1 (from July to September month) is only for those taxpayers who will file their returns between 22 December, 2018 to 31 March, 2019.
